Seven Departments Jointly Unveil the Guiding Catalog of Green Industries (2019 Edition)

Recently, seven departments, including the National Development and Reform Commission ("NDRC"), have jointly issued the Guiding Catalog of Green Industries (2019 Edition) (the "Catalog").

The green industries set out in the Catalog include "energy conservation and environmental protection industry", "cleaner production industry", "clean energy industry", "ecological environment industry", "green upgrading of infrastructure", etc. This Catalog subdivides major industries. For instance, a wide range of sectors, including manufacturing of efficient and energy-saving equipment, manufacturing of advanced environmentally-friendly equipment, manufacturing of resource recycling equipment, manufacturing of new energy vehicles and green vessels, transformation for the energy conservation purpose, and pollution cleanup, are all subdivisions of the energy conservation and environmental protection industry. In addition, the Catalog expressly states that, the manufacturing and industrialization of key spare parts used on new energy vehicles refer to the manufacturing and industrialization of batteries, motors and their control systems, electric accessories, engines specifically used on plug-in hybrid electric vehicles (PHEV), electromechanical coupling systems, energy recovery systems, and other equipment used on new energy vehicles.
