MOT Unveils Its 2019 Legislation Plan

The Ministry of Transport ("MOT") has recently issued the Circular on Issuing the 2019 Legislation Plan (the "Circular").

According to the Circular, the 2019 legislation plan is divided into two categories, including one category of "legislative projects of which work within the ministry will be completed this year and which will be announced this year" and the other category of "legislative projects which will be researched and drafted and then submitted for deliberation". Among drafts of 14 laws and administrative regulations in the first category are the Highway Law (Amendment), the Civil Aviation Law (Revised), the Maritime Law (Revised) and the Maritime Traffic Safety Law (Revised). In addition, 37 rules listed in the first category that will be released or jointly released by the MOT this year include the Measures for the Licensing of the Design, Manufacturing, Maintenance and Import of Railway Locomotives and Rolling Stock (Amendment) and the Administrative Measures for the Operation of Navigation Structures. Moreover, another 20 rules specified in the first category that will be enacted or modified in the form of amendments to meet needs of reform include the Measures for the Completion (Delivery) Acceptance Inspections of Highway Projects (Amendment) and the Implementing Rules of the Regulations on International Maritime Transportation (Amendment).
