Recently, twelve departments, including the National Development and Reform Commission ("NDRC"), have issued the Implementing Opinions on Further Promoting the Prioritized Access of Impoverished Rural Population Migrating to Cities to Basic Public Services and Realizing the Orderly Citizenization (the "Opinions").
Under the basic principles of "ensuring full coverage and prioritized access" and "adopting targeted policies in consideration of local conditions", the Opinions outline a series of measures which include solidifying foundations for employment, promoting education fairness, launching the medical and health assistance program for poverty alleviation, optimizing social security, improving living conditions, and making ways open for household registration. Among others, the Opinions call for efforts to strengthen the occupational skill training, carry out the action plan for poverty alleviation through employment and skill upgrading in a deep-going manner, further increase investment in training offered to impoverished rural population seeking employment in cities, and effectively put in place policies for subsidies offered for occupational skill training. Additionally, the Opinions make it clear that it is imperative to safeguard their rights to equally receive education, ensure effective planning and arrangements for compulsory education schools in urban and rural areas, push forward in all aspects the renovation of schools weak in compulsory education that are located in poverty-stricken areas, and ensure all compulsory education schools meet the basic teaching conditions.
