The General Administration of Customs ("GAC") has recently issued the Circular on Offering Statistics Services to the General Public (the "Circular"), with effect from March 31, 2019.
The Circular reads that the customs may provide import and export trade statistics that cover the following statistical items, upon application filed by the general public, among these statistical items are names and codes of goods, quantity and statutory measurement unit, the statistically measured amount, places where consignees of imported goods and consignors of exported goods are registered, nature of the ownership of consignees and consignors, trade mode, means of transport, places (regions) of origin, the ultimate destination countries (regions), countries (regions) of departure, countries (regions) of arrival, domestic destinations, domestic sources of supply, date of import/export, and the customs classification. Meanwhile, the Circular expressly states that, the customs may provide statistics services, according to the Application Form for Customs Statistics Services completed by an applicant and the identification annexed to this application form. However, the customs will refuse to provide statistics services under any of six given circumstances, including "where information about the applicant presented on the Application Form is incomplete or untruthful". Moreover, it is stressed in the Circular that the customs will not charge fees for the statistics services they offer to the general public.
