5th Five-year People's Court Reform Outline Introduces 65 Reform Initiatives for Upcoming Five Years

The Supreme People's Court ("SPC") has recently issued the Opinions on Deepening the Comprehensive Supporting Reform of the Judicial System of People's Courts – Outline of the Fifth Five-year Reform for People's Courts (2019-2023) (the "Outline").

The Outline is comprised of three parts which are "General Requirements", "Major Contents" and "Organization and Implementation". Among others, the "General Requirements" part sets forth the guidelines, basic principles and general objectives, and the "Organization and Implementation" part put forward concrete requirements for "improving organization and leadership", "intensifying subjects' responsibilities", "making scientific and thorough arrangements" and "better guiding public opinions". The "Major Contents" part outlines 65 reform initiatives in ten aspects, stating that ten systems, including an institutional system for adherence to the leadership of the Communist Party of China ("CPC"), an institutional system for serving and guaranteeing the general situations, and a people-oriented institutional system for litigation services, will be created in a scientific manner, to prompt the fair, efficient and authoritative judicial system with Chinese characteristics to become more mature and durable and strive to enable the people to feel a sense of fairness and justice in every single court case.
