MEE Considers Control of Pollutant Emissions from Diesel-powered Non-road Mobile Machinery

The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the List of Revisions to the Limits and Measurement Methods for Gaseous Pollutant Emissions from Diesel Engines Used on Non-road Mobile Machinery (Phase III and Phase IV in China) (GB 20891-2014) (Draft for Comment) (the "Draft for Comment") to seek comments from all units concerned by March 11, 2019.

According to the Draft for Comment, the proposed revisions are made to the foreword and to the main text. The relation between the standard (GB 20891-2014) and the Technical Requirements for Control of Pollutant Emissions from Diesel-powered Non-road Mobile Machinery (HJ 1014) is clearly specified in relevant parts of the main text. More specifically, the Technical Requirements for Control of Pollutant Emissions from Diesel-powered Non-road Mobile Machinery (HJ 1014) are added into Chapter II as a normative reference document, and one more paragraph, reading: "emission control requirements for the Phase IV will be put into place from the time point and by the means specified in the document (HJ 1014)", is added at the end of the third paragraph of Chapter X.
