The Department of Project Quality and Safety Supervision of the Ministry of Housing and Urban-rural Development ("MOHURD") has recently released the 2019 Key Tasks (the "Key Tasks").
The Key Tasks call for efforts to "improve the project quality and safety management system to promote the high-quality development of the construction industry", "launch special rectification program on construction safety to facilitate the improvement of the work safety situation" and "develop a double prevention mechanism for urban rail transit projects to improve the prevention and control of high risks". Among others, the Key Tasks expressly state that, efforts shall be made to launch in-depth programs on enhancing the quality of construction projects, advance the introduction of guiding opinions for the construction project quality enhancement program, formulate and put in practice provisions concerning liability of project owners for project quality, pilot the residential project quality publicity system in some regions, and encourage local governments to carry out activities to boost the quality of construction projects. Moreover, the Key Tasks call for stepping up efforts to investigate accidents and pursue liability, investigating and seriously punishing enterprises held liable for accidents and their related personnel in accordance with laws and regulations, attaching importance to imposing targeted punishment, and supervising work on handling relatively serious or severer accidents.
