MEE Seeks Comments on Seven National Standards Including Technical Specification for Environmental Monitoring of Groundwater

The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued seven national environmental protection standards, including the Technical Specification for Environmental Monitoring of Groundwater (Draft for Comment) (the "Draft for Comment"), to seek opinions from the entities concerned by March 31, 2019.

According to the Draft for Comment, this revised technical specification, now comprised of 11 chapters and six annexes, introduces major revisions in six respects. The first is adding the term "environmental monitoring well" and its definition. The second is adding requirements for the distribution of groundwater monitoring sites near drinking water sources and recharge zones thereof and near pollution sources. The third is introducing signs for environmental monitoring wells. The fourth is removing requirements for the development of information systems. The fifth is removing quality control indicators for groundwater monitoring labs and some other requirements in Annex C (Normative Annex). The sixth is supplementing and improving requirements for the construction and management of environmental monitoring wells, sample collection, monitoring items, analytical methods, processing of monitoring data, quality assurance, and quality control.
