The Ministry of Industry and Information Technology (MIIT) recently released the Implementation Plan for Accelerating the Establishment of a Dual Control System for Carbon Emissions in the Field of Industry and Information Technology (2026-2030) (the "Plan").
The Plan mainly involves: (1) introducing overall requirements; (2) improving carbon emission management and services in key industries; (3) strengthening carbon emission management at industrial enterprises and industrial parks; (4) establishing and improving the carbon footprint management system for industrial products; and (5) enhancing comprehensive capacity building for carbon peaking and carbon neutrality. Notably, according to the Plan, during the 15th Five-year Plan period, carbon emission management and control capabilities in key industries and sectors will keep improving, the carbon emission management at industrial enterprises and industrial parks will be significantly enhanced, the carbon footprint management system for industrial products will be gradually improved, and systems for carbon emission accounting, evaluation, and assessment in the field of industry and information technology will be basically established. By 2030, around 400 standards and rules for carbon footprint accounting for key industrial products will be formulated and implemented, around 500 national-level zero-carbon factories and zero-carbon computing facilities will be established, carbon dioxide emissions per unit of value added by industrial enterprises above designated size will be reduced by more than 17% compared with 2025, and energy consumption per unit of value added by industrial enterprises above designated size will decrease by more than 10% compared with 2025.
