NFRA to Regulate Information Disclosure by Banking and Insurance Institutions

The National Financial Regulatory Administration (NFRA) recently released the Administrative Measures for the Information Disclosure by Banking and Insurance Institutions (Draft for Comment) (the "Draft") for public consultation by October 3, 2026.

The Draft incorporates and consolidates the main provisions in the previously issued information disclosure measures for banks, insurance institutions, and trusts, unifies information disclosure standards, and expands its scope of application to all types of banking and insurance institutions governed by the NFRA. By consolidating the existing provisions that are relatively fragmented, the Draft facilitates the access to and the implementation of the applicable provisions. The Draft strengthens the management requirements for information disclosure and further standardizes information disclosure behaviors by banking and insurance institutions, requiring them to establish their information disclosure and reinforce the responsibilities of their directors, supervisors, and senior management personnel. It also improves the regulatory framework, with such regulatory tools as regulatory assessments, on-site examinations and off-site surveillance, regulatory inquiries, regulatory measures, and administrative penalties introduced. Meanwhile, the Draft establishes differentiated information disclosure requirements based on the characteristics of different types of institutions.
