NRTA Seeks Comments on Administrative Provisions on Cable Radio and Television Operation Services and Other Provisions

Recently, the National Radio and Television Administration (NRTA) has released the Administrative Provisions on Cable Radio and Television Operation Services (Revised Draft for Comment) (the "Draft") and the Interim Administrative Provisions on Internet Protocol Television (IPTV) Operation Services (Draft for Comment) and is now soliciting public comments. The deadline for submitting comments is October 1, 2026.

The Draft mainly makes revisions in five areas: (1) consolidating the achievements of the "dual governance" initiatives; (2) highlighting the public service nature of cable radio and television; (3) strengthening data security and signal source security; (4) appropriately raising service and operation and maintenance standards; and (5) clarifying legal liability. Chapter III, "Service Requirements," of the Draft sets out requirements for secure broadcasting, including end-to-end secure transmission, signal source access, transmission and distribution, fault handling, and emergency response. The Draft also specifies data processing, data security, and cybersecurity requirements for cable radio and television operation service providers, group users that access cable television signals through their self-built integrated information service systems, and operators of public venues.
