Recently, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) have jointly issued the Plan for Renewable Energy Development During the 15th Five-Year Plan Period (the "Plan").
The Plan establishes targets for renewable energy development during the 15th Five-Year Plan Period, covering overall renewable energy consumption, power generation, direct use of renewable energy, and reliable replacement capability. It proposes that total renewable energy consumption will reach approximately 1.8 billion tonnes of standard coal equivalent by 2030. To achieve these objectives, the Plan sets out seven priority tasks, including expanding renewable power supply, accelerating the enhancement of renewable power's capability to provide reliable substitution, and promoting breakthroughs in the direct use of renewable energy. With regard to the national layout for renewable power development, the Plan takes into account regional differences in resource endowments, demand distribution, grid conditions, and industrial foundations. It adopts a coordinated approach that advances both centralized and distributed development, as well as onshore and offshore deployment, with a view to optimizing the national layout for renewable power development and continuously enhancing renewable power supply capacity.
