Recently, the General Administration of Sport of China (GAS) has issued the Plan for Building China into a Leading Sporting Nation During the 15th Five-Year Plan Period (the "Plan").
The Plan consists of 11 parts grouped into three sections: general provisions, key tasks, and safeguard measures. Under the Plan, by 2030, the overall quality and effectiveness of sports development will be significantly enhanced, the comprehensive value and diverse functions of sports will be fully realized, and the role of sports as a hallmark of the great rejuvenation of the Chinese nation will be further strengthened. It also sets five major development targets: increasing per capita sports venue area to approximately 4 square meters; raising the proportion of the population that regularly participates in physical exercise to around 40%; increasing the rate of citizens with an excellent level of physical fitness to 31.1%; ranking among the world's leaders in the number of world championships won; and expanding the total scale of the sports industry to over CNY7 trillion. The Plan sets out 38 key tasks covering public fitness, competitive sports, youth sports, the three major ball sports, the sports industry, sports culture, international sports exchanges and exchanges with Hong Kong, Macao and Taiwan, as well as sports education, science and technology, talent development, the rule of law, anti-doping, and safety, and eight dedicated projects have also been established to support the implementation of these tasks.
