Recently, the State Administration for Market Regulation (SAMR) has released the Detailed Rules for the Examination of Production Licensing for Seasonings (Draft for Comment) (the "Draft") and is now soliciting public comments through August 21, 2026.
The Draft introduces the following major revisions: (1) integrating relevant detailed rules; (2) restructuring the document; (3) adjusting the scope of production licensing; (4) clarifying requirements for production premises; (5) refining requirements for equipment and facilities; (6) revising requirements for equipment layout and production processes; (7) updating requirements for personnel management; (8) revising requirements for management systems; and (9) adding requirements in supplementary provisions. In particular, in accordance with the relevant provisions of the Administrative Measures for Food Production Licensing, the Draft consolidates and harmonizes the previously separate examination rules for the production licensing of various categories of seasonings, including soy sauce and vinegar, while also addressing the absence of examination rules for the production licensing of edible salt, thereby reducing the number of separate detailed rules.
