MIIT Launches Initiative to Build National-level Zero-carbon Factories and Computing Facilities

The Ministry of Industry and Information Technology (MIIT) has issued the Circular on Organizing the Development of National-level Zero-carbon Factories (the "Circular").

The Circular introduces arrangements for the development of national-level zero-carbon factories, covering the basic requirements, application conditions, organization and implementation, as well as the Assessment Indicator System and Explanatory Notes for the Development of National-level Zero-carbon Factories (for Trial Implementation) attached thereto. Specifically, the Circular: (1) clarifies the application requirements; (2) specifies the development process; and (3) establishes the assessment indicator system. According to the Circular, manufacturing enterprises and computing facilities that have certain foundations for development, clear development objectives, well-defined implementation pathways, and undertake to achieve the development targets within the specified time limit will be selected for inclusion in the list of national-level zero-carbon factories on a merit basis. Three core indicators are established, including carbon emissions per unit of energy consumption, the share of non-fossil energy consumption, and the share of physically verified consumption of non-fossil electricity. Applicants are required to meet the basic requirements for these core indicators and undertake that the targets thereunder should be achieved during the development period (no later than 2030).
