China to Deepen IPv6 Technology Innovation and Integrated Application

The Central Cyberspace Affairs Commission recently published the Implementation Plan for Deepening Internet Protocol Version 6 (IPv6) Technology Innovation and Integrated Application (2026–2030) (the "Plan").

According to the Plan, by 2027, China will fully enhance its end-to-end IPv6 connectivity; by 2030, IPv6 will be widely and deeply integrated across all sectors of the economy and society, and an advanced, open, innovation-driven, self-sustaining, secure, and reliable IPv6 industrial ecosystem will be fostered. The number of active IPv6 users is expected to reach 950 million, with IPv6 traffic accounting for 42% of total network traffic. IPv6 addresses will be provided to newly deployed networks by default, accelerating the transition to IPv6-only deployment, and promoting the development of a network service and application system led by IPv6. To this end, the Plan identifies 36 key tasks in ten areas, including strengthening technology development and integrated innovation, advancing standards development and implementation, improving management rules and norms, driving breakthroughs in IPv6-only technologies and their deployment, enhancing the service capabilities of network and application infrastructure, raising terminal support capabilities, deepening the transformation of commercial internet applications, expanding integrated applications across industries, strengthening talent development and public awareness, and enhancing security assurance capabilities.
