Recently, the State Administration for Market Regulation (SAMR) has released the Action Plan for Platform Enterprises to Empower the Development of Individually-Owned Businesses (the "Plan").
The Plan aims to establish, on a rolling basis by the end of 2027, five categories of outcomes: introducing targeted and readily accessible support measures, fostering high-quality merchants with distinctive strengths and strong growth potential, developing practical and tailored training programs, creating digitally enabled application scenarios with tangible benefits, and promoting exemplary practices that can be replicated and adopted more widely. Through these efforts, the Plan seeks to explore a long-term approach under which platform enterprises empower the development of individually-owned businesses. To this end, the Plan sets out five targeted initiatives: supporting start-ups, cultivating key businesses, enhancing capabilities, advancing digital empowerment, and promoting innovation through demonstration projects. It also calls on market regulation authorities to strengthen overall coordination, explore practical measures tailored to local conditions, enhance guidance and public outreach, and foster a supportive environment in which all sectors of society contribute to the healthy and high-quality development of individually-owned businesses.
