Two Departments Issue Action Plan for Standardization in the Trade in Services

The Ministry of Commerce (MOFCOM) and the State Administration for Market Regulation (SAMR) recently issued the Action Plan for Standardization in the Trade in Services (2026–2030) (the "Plan").

The Plan envisions that, by 2030, a framework of standards that covers multiple fields and the entire value chain of the trade in services, and is adapted to the needs of high-quality development of the trade in services, will be basically established, the supply of standards will be expanded, and their international influence will be enhanced; China will be better capable of participating in the governance of international standardization in the trade in services, and the role of standards in guiding high-quality development of the trade in services, promoting institutional opening-up in the service sector, and supporting high-quality development will become more prominent. To this end, the Plan identifies four tasks, including accelerating the establishment of a standardization system for the trade in services and strengthening the supply of standards in key areas. It calls for prioritizing the development of standards and system building in areas such as software and information services, data security and privacy protection in digitally delivered trade, and cross-border flows of data factors; exploring standards for service scenarios that are deeply integrated with emerging technologies such as artificial intelligence and virtual reality; advancing standardization to empower the trade in services with artificial intelligence; and accelerating the improvement of rules and market environments for the development of digital trade.
