NMPA Re-solicits Comments on GSP Appendix for Quality Management of Pharmacy Retail Chains

Recently, the National Medical Products Administration (NMPA) has drafted the Appendix to the Good Supply Practice (GSP) for Pharmaceutical Products: Quality Management of Pharmacy Retail Chains (Draft for Comment) (the "Draft") and is once again soliciting public comments. The deadline for submitting comments is May 19, 2026.

The Draft consolidates certain provisions and introduces new requirements on periodic internal audits, online sales management, and remote pharmaceutical services. With respect to the management of online sales, the Draft provides that only retail outlets with the conditions and capabilities to ensure the quality and safety of drugs sold online may apply to the headquarters to carry out online retail of pharmaceuticals. Such outlets shall conduct online retail activities after reporting to the medical products administration authorities under the enterprise name specified in the drug business license, and online retail activities shall follow the principle of consistency between online and offline operations. The Draft further provides that the headquarters shall establish management systems for online pharmaceutical sales, designate dedicated institutions or persons responsible for the quality management of online retail activities of outlets, and incorporate such activities into a unified quality management system to ensure compliance throughout the entire process.
