GAC Implements Paperless Verification of Inspection and Quarantine Certificates for Animal and Plant Products Exported from the Mainland to Macao

Recently, the General Administration of Customs (GAC) has issued Announcement [2026] No. 45, deciding to implement paperless inspection and quarantine certificates for animal and plant products exported from the Mainland to Macao. The Announcement shall take effect on April 22, 2026.

The Announcement includes the following provisions: (1) Mainland customs authorities will issue electronic inspection and quarantine certificates for animal and plant products exported to Macao and will no longer issue paper certificates, including phytosanitary certificates, animal health certificates, and veterinary (health) certificates. (2) Consignors or consignees of imports and exports, or their agents, may apply for electronic export inspection and quarantine certificates through the China International Trade Single Window or the "Internet + Customs" cloud issuance system. (3) The Municipal Affairs Bureau of the Macao Special Administrative Region will recognize electronic inspection and quarantine certificates transmitted by Mainland customs authorities through the official data exchange system, and will verify such certificates by their electronic certificate numbers.
