Recently, the National Technical Committee 260 on Cybersecurity of the Standardization Administration of China (TC260) has released the Ethical Security Guidelines for Artificial Intelligence Applications 1.0 (Draft for Comment) (the "Draft") for public consultation. The deadline for submitting comments is April 26, 2026.
The Draft focuses on ethical security requirements in AI application activities. It applies to developers, service providers, users, and other relevant entities in conducting ethical security-related work in AI applications and may also serve as a reference for competent authorities, industry organizations, and third-party institutions in carrying out related work. The Draft mainly covers the application scope, normative references, terms and definitions, ethical security impacts of AI, ethical security concepts and principles, and ethical security guidelines. Among these, the ethical security concepts and principles emphasize that ethical security requirements should be integrated throughout the entire lifecycle of AI application activities, and that the relationships between AI and humans, society, and nature should be properly managed.
