Recently, the Office of the Central Cyberspace Affairs Commission and two other authorities have jointly issued the Announcement on Launching the 2026 Series of Special Campaigns on Personal Information Protection (the "Announcement").
The Announcement clarifies that in 2026, further efforts will be made to address typical issues involving the unlawful collection and use of personal information in service products such as apps and SDKs, as well as in key sectors including online advertising, education, transportation, healthcare, and finance. With respect to the special campaign targeting illegal practices in the online advertising sector, the scope of regulation covers personal information collection and use by online advertising intermediary platforms, media platforms, and other relevant entities. Key issues to be addressed include five categories, such as "collecting personal information beyond what is necessary," and "failing to specify in personal information processing rules that collected personal information will be used for purposes such as advertising and user profiling, or failing to disclose the types, purposes, and methods of providing personal information to third parties, as well as the names and contact details of the recipients."
