State Council Grants Guarantee Exemption for Macao Single-plate Vehicles Travelling North via Hengqin

The State Council recently published the Official Reply on Approving the Temporary Adjustment of the Implementation of Certain Provisions of Relevant Administrative Regulations in Guangdong Province (the "Reply").

The Reply specifies that, in order to promote the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and deepen cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area, it has been approved that, with immediate effect, certain provisions of the Regulations of the People's Republic of China on Customs Affairs Guarantee (Revised in 2018) shall be temporarily adjusted in Guangdong Province. For Macao motor vehicles that meet the relevant conditions and temporarily enter or exit other areas of Guangdong Province via the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (the "Macao single-plate vehicles traveling north"), a guarantee exemption policy shall be implemented. The Reply further requires that the people's government of Guangdong Province, the General Administration of Customs, and other relevant departments shall, in accordance with the above adjustments and their respective responsibilities, advance the implementation of the policy for Macao single-plate vehicles traveling north via the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, promptly make corresponding adjustments to rules and normative documents formulated by the province and relevant departments, establish corresponding management systems, and implement the policy on the premise of ensuring effective prevention and control of risks arising from the guarantee exemption.
