The National Health Commission (NHC) and the National Administration of Traditional Chinese Medicine (NATCM) have jointly released the Three-year Action Plan for Improving Medical Quality in Primary Healthcare Institutions (2026–2028) (the "Plan").
The Plan identifies the following tasks: (1) improving the medical quality management system, which includes the actions to establish medical quality management organizations within medical alliances and designate dedicated departments or personnel to be specifically responsible for the routine management of medical quality; (2) providing training for medical personnel, which includes the actions to strengthen training and assessment for all medical personnel, and continuously enhance their professional capabilities, with a focus on clinical diagnosis and treatment guidelines and technical standards; (3) focusing on key diagnosis and treatment processes and refining measures for improving medical quality, which includes the actions to improve the quality of outpatient services, raise the quality of emergency and critical care services, promote standardized and rational use of medications, ensure the quality of testing and examinations, enhance the quality of nursing services, strengthen hospital infection control, and improve the quality of inpatient care and surgical services. Meanwhile, the Plan details 39 items for self-inspection and rectification, for reference by all localities.
