Recently, the National Medical Products Administration (NMPA) has drafted the Announcement on Matters Related to Cosmetics Registration and Record-filing (Draft for Comment) (the "Draft") and is now soliciting public comments. The deadline for submitting comments is April 30, 2026.
The Draft aims to implement the Opinions of the National Medical Products Administration on Deepening the Reform of Cosmetics Regulation and Promoting the High-quality Development of Cosmetics Industry, optimize matters related to the administration of cosmetics registration and record-filing, and specify requirements in eight areas, including encouraging the first launch of new cosmetics products in China and exempting certain cosmetics from submitting animal testing data. With respect to expanding the scope of acceptable methods for evaluating cosmetics efficacy claims, the Draft provides that, except for efficacy claims related to freckle removal and whitening, sunscreen, and hair loss prevention, cosmetics registrants and record-filing applicants may, on the basis of sufficient scientific evidence, independently select from national standards, technical specifications, industry standards, international standards, technical guidelines, or validated in-house methods to conduct efficacy evaluation tests for other efficacy claims.
