GAC Launches the Pilot Program for Multimodal Transport Business Model for Import and Export Goods

Recently, the General Administration of Customs (GAC) has issued the Announcement [2026] No. 12, deciding to launch a pilot program for the regulatory model of multimodal transport involving sea–rail transport and water-to-water transshipment for import and export goods. The Announcement will take effect on January 27, 2026.

According to the Announcement, "multimodal transport" refers to a transport model in which goods are carried in containers, with domestic transport conducted by rail or inland waterways and cross-border transport conducted by waterways. Enterprises may, based on their own needs, participate in the pilot program under the multimodal transport regulatory model. The Announcement further clarifies that multimodal transport operators and their agent enterprises, as well as operators of Customs-supervised operation sites, may apply to Customs for the transmission of multimodal transport business data through the International Trade Single Window or by submitting the Application Form for Data Transmission of Multimodal Transport Business. Multimodal transport operators and site operators shall transmit multimodal transport application forms and relevant electronic data to Customs through the International Trade Single Window.
