SAMR Seeks Comments on the Compliance Guide for Price Practices in the Automobile Industry

The State Administration for Market Regulation (SAMR) recently drafted the Compliance Guide for Price Practices in the Automobile Industry (Draft for Comment) (the "Draft") for public consultation by December 22, 2025.

The Draft, on the basis of the Price Law of the People's Republic of China and other applicable laws and regulations, sets forth clear, specific, and comprehensive guidelines and reminders for automobile manufacturers and sales enterprises to help them avoid any practices that may breach the legal red lines during their business operation and to mitigate potential legal and regulatory risks. For automobile manufacturers, the Draft requires enterprises to establish pricing strategies based on production costs and pursuant to market supply and demand, and to implement full-chain price practice management covering vehicle sales, financial services, and other processes, thereby ensuring well-regulated price practices. The Draft also explicitly reminds automobile manufacturers that, except for legally permitted price reductions to dispose of inventory, they shall not engage in unfair price competition for the purpose of excluding competitors or monopolizing the market.
