MIIT Revises the Administrative Measures for Public Service Platforms for Industrial Technology Foundations

Recently, the Ministry of Industry and Information Technology (MIIT) has revised and issued the Administrative Measures for Public Service Platforms for Industrial Technology Foundations (the "Measures"), which will take effect on December 5, 2025.

According to the Measures, applicants for public service platforms shall clearly specify the industry sectors and service scope they are applying for. The key industries and fields include equipment, petrochemicals and chemicals, steel, nonferrous metals, building materials, light industry, textiles, food, pharmaceuticals, next-generation information technology, biotechnology, new energy, new materials, new energy vehicles, instruments and meters, safety and emergency response, civil explosives, civil aviation, ships and marine engineering, green and environmental protection, artificial intelligence, the metaverse, brain–computer interfaces, quantum information, and new energy storage, among others. The Measures further provide that a service platform applicant must meet seven basic requirements, including "being an independent legal entity." In principle, the MIIT will organize the application for public service platforms once a year.
