GAC Optimizes the Administration of Domestic Carriers and Their Transport Vehicles for Goods under Customs Supervision

Recently, the General Administration of Customs (GAC) has issued Announcement [2025] No. 238, further clarifying matters concerning the administration of domestic carriers transporting goods under customs supervision and their transport vehicles. The Announcement will take effect on December 10, 2025.

According to the Announcement, the function for submitting applications related to transshipment filing has been launched on the China International Trade Single Window platform. Domestic enterprises engaged in the transportation of goods under customs supervision may now handle online applications for the filing, modification, and deregistration of their enterprises and transport vehicles. Where required for customs supervision, or where relevant electronic data cannot be transmitted properly due to system failures or other reasons, enterprises should provide paper documents. The formats of the relevant legal documents are provided in Attachments 1 and 2, while the requirements and specifications for completing the relevant data fields are provided in Attachments 3, 4, and 5.
