MOF Releases Advance Allocation of 2026 Central Government Subsidy Funds Supporting Local Public Cultural Service System Development

Recently, the Ministry of Finance (MOF) has issued the Circular on the Advance Allocation of the 2026 Budget for Central Government Subsidy Funds Supporting the Development of Local Public Cultural Service Systems (the "Circular").

According to the Circular, the 2026 central subsidy funds for supporting the development of local public cultural service systems are now being allocated in advance (Project Code: 10000022Z221108000003; revenue shall be recorded under the 2026 government revenue and expenditure classification item "1100247—Income from Transfer Payments for Shared Fiscal Responsibilities in Culture, Tourism, Sports, and Media," and expenditure shall be recorded under the relevant sub-items of "207—Culture, Tourism, Sports, and Media Expenditure"). Finance authorities of all provinces (autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps) and relevant competent authorities shall strengthen coordination, properly carry out tasks related to budget preparation and funding allocation, and, within 30 days of receiving this Circular, allocate the 2026 transfer payment funds in advance to the finance authorities at or above the county level within their administrative regions.
