MIIT Solicits Comments on the Administrative Measures for the National Medical Reserve

Recently, the Ministry of Industry and Information Technology (MIIT) has issued the Administrative Measures for the National Medical Reserve (Draft for Comment) (the "Draft") to solicit public comments. The deadline for submitting comments is December 11, 2025.

The Draft covers the division of responsibilities, central medical reserve entities, planning and management, physical reserves, capacity and technology reserves, fund management, reserve deployment, supervision and responsibility, among others. According to the Draft, the government medical reserve system consists of both central medical reserves and local medical reserves (reserves of provinces, autonomous regions, and municipalities directly under the Central Government), and a tiered management structure with clearly defined responsibilities shall be implemented. The physical reserve of the central medical reserve adopts a management model combining dynamic rotation and periodic write-off. Specifically, for medical products with stable market demand that reserve entities can sell and replenish in a timely manner to maintain stable reserve fund levels, a dynamic rotation model shall be applied. For medical products where market mechanisms are ineffective and reserve entities find it difficult to implement dynamic rotation, a periodic write-off model shall be adopted for management.
