Recently, the Ministry of Emergency Management (MEM) has released the Basic Requirements for the Development of Local Emergency Command Centers (Draft for Comment) (the "Draft") and is now soliciting public comments. The deadline for submitting feedback is November 23, 2025.
The Draft sets out the basic requirements for local emergency command centers in areas such as construction principles, levels and scale, facility construction, equipment and infrastructure allocation, data resource and business system development, and operational support capabilities. According to the Draft, emergency command centers shall be established at three levels—provincial, city, and county—and, together with the national emergency command headquarters, form an interconnected, integrated, efficient, and standardized emergency command system. The Draft also stipulates that emergency command centers shall, based on actual conditions, build supporting facilities such as emergency command halls, duty rooms, standby and rest rooms, consultation and analysis rooms, video conference rooms, monitoring and early-warning halls, press briefing rooms, and mobile command units. The functional zoning and layout of such supporting facilities shall comply with the requirements specified in the Draft.
