MOFCOM Clarifies the Second Allocation of Export Quotas for Agricultural Products in 2025

The Ministry of Commerce (MOFCOM) has issued the Circular on the Second Allocation of Export Quotas for Agricultural Products in 2025 (the "Circular").

According to the Circular, local commerce authorities shall promptly implement the secondary allocation, verification, and reporting of export quotas for live pigs and live cattle supplied to Hong Kong and Macao, border-trade rice, and sawn timber. Quotas shall be primarily allocated to enterprises with high completion rates, strong operational capacity, reliable product quality, and good brand reputation. The Circular stipulates that export quotas for border-trade rice shall be limited to exports made by enterprises to traditional border-trade markets in neighboring countries of the respective regions. When issuing export licenses, the commerce authorities in relevant regions shall strictly review export contracts and other materials pursuant to the list of approved export enterprises, and strictly prohibit enterprises from making customs declarations for export across provinces or through non-border-trade ports within their regions. The Circular further stresses that export quotas for wheat flour supplied to Hong Kong and Macao shall be strictly limited to exports destined for Hong Kong and Macao markets, and enterprises are strictly prohibited from re-exporting such products to other countries or regions in any form.
