Recently, the Ministry of Commerce (MOFCOM) has issued Announcement [2025] No. 66, setting out the total import tariff-rate quota for fertilizers, allocation principles, and related procedures in 2026.
According to the Announcement, the total import tariff-rate quota for fertilizers in 2026 is 13.65 million metric tons, including 3.3 million metric tons of urea, 6.9 million metric tons of diammonium phosphate, and 3.45 million metric tons of compound fertilizer. The Announcement specifies that enterprises may apply for fertilizer import tariff-rate quotas on a first-come, first-served basis until the total quota is fully allocated. When applying, the initial quota amount available to each enterprise shall be determined based on its actual past use of import tariff-rate quotas. Within its initial quota amount, an enterprise may apply for the Certificate of Fertilizer Import Tariff-rate Quota (the "Certificate") in multiple batches. The Announcement also states that the tariff-rate quota certificate-issuing authorities are responsible for accepting applications for fertilizer import tariff-rate quotas from enterprises within their respective jurisdictions and issuing the Certificate within five working days to those whose application materials are complete and meet the requirements. The Certificate is valid for three months and shall expire no later than December 31, 2026.
