MNR Issues the Guide on the Implementation Evaluation of Provincial Territorial Spatial Ecological Restoration Plans

Recently, the Ministry of Natural Resources (MNR) has released the Guide on the Implementation Evaluation of Provincial Territorial Spatial Ecological Restoration Plans (for Trial Implementation) (the "Guide").

The Guide consists of two parts: the main text and the appendices. The main text covers five aspects, including the scope of application, general provisions, preparatory work, evaluation implementation, and results management. The appendices include five sections: the system of evaluation indicators for the plans, the table of restoration planning preparation, the table of key project implementation, recommendations on results, and the outline of the evaluation report. According to the Guide, the evaluation aims to identify the implementation status of provincial restoration plans; assess progress and effectiveness; analyze existing problems; propose recommendations for advancing implementation; establish a dynamic feedback mechanism for plan implementation; and promote full life-cycle management to ensure effective implementation of the plans. The Guide further stipulates that the base year of the plan shall serve as the base year for evaluation. In alignment with the preparation of national economic and social development plan, provincial-level evaluations of the implementation of restoration plans shall be carried out every five years, consistent with the five-year evaluation cycle of provincial territorial spatial planning.
