The State Administration for Market Regulation (SAMR) has issued the Detailed Rules for the Examination of Production Licensing for Egg Products (2025 Edition) (the "Rules"), with effect from January 1, 2026.
Compared with the previous version, the Rules propose improvements in three key areas: (1) in line with the new provisions under laws and regulations and the new requirements of national food safety standards, clarifying the latest examination requirements for egg product manufacturers regarding production premises, equipment and facilities, equipment layout and process flow, personnel management, management systems, and testing of trial products, thereby better aligning licensing requirements with laws, regulations, and standards; (2) stressing the identification and prevention of food safety risks, requiring egg product manufacturers to rigorously establish and implement the rules for procurement management and incoming inspection, production process control, inspection management, and factory inspection records, among others, thereby making the supervision of egg products more scientific and effective; and (3) including new products such as liquid egg products within the scope of production licensing examination for the first time, and responding to industry development needs, thereby promoting the high-quality development of the egg product industry.
