MEE Proposes to Regulate the Development of National Ecological and Environmental Standards

Recently, the Ministry of Ecology and Environment (MEE) has revised and formulated the Rules for the Structure and Drafting of National Ecological and Environmental Standards (Second Draft for Review) (the "Draft") and is again soliciting public comments. The deadline for submitting comments is November 20, 2025.

The Draft specifies the structure of national ecological and environmental standards, the drafting of their hierarchical level and elements, the requirements for expressions, and the formatting specifications. The Draft also adjusts the title of the standard to Rules for the Structure and Drafting of National Ecological and Environmental Standards. In addition, the Draft makes adjustments to the framework structure—for example, the current standard's section "4 Structure" has been divided into "4 Structure" and "5 Drafting of the Hierarchical Level" in the revised version. The framework structure of the revised standard is similar to that of GB/T 1.1–2020. Based on the revised contents, relevant terms and definitions have also been updated.
