NMPA Arranges for Pilot Program for Electronic Labeling of Cosmetics

The National Medical Products Administration (NMPA) has issued the Circular on Launching the Pilot Program for Electronic Labeling of Cosmetics (the "Circular").

According to the Circular, starting from February 1, 2026, the pilot program for labeling cosmetics in Chinese via electronic labels will be carried out in Beijing Municipality, Shanghai Municipality, Zhejiang Province, Shandong Province, Guangdong Province, and Chongqing Municipality, for a three-year pilot period. The pilot program for electronic labeling of duty-free cosmetics sold to tourists departing from Hainan Island may be implemented in line with the requirements in this Circular. It specifies that electronic labels of cosmetics constitute part of the cosmetics label and shall comply with the Regulations on the Supervision and Administration of Cosmetics, as well as its supporting rules, normative documents, and the requirements herein. The pilot program shall conform to the Requirements for Pilot Program for Electronic Labeling of Cosmetics, and the electronic labeling system shall be established in accordance with the Dataset for Electronic Labeling of Cosmetics and the Technical Specifications for 2D Code for Electronic Labeling of Cosmetics.
