Recently, the Ministry of Industry and Information Technology (MIIT) and two other authorities have issued the Work Plan for Stabilizing Growth in the Light Industry (2025–2026) (the "Plan").
According to the Plan, the light industry will play an increasingly prominent role in stabilizing growth, boosting consumption, and improving people's livelihoods during 2025–2026. Key industries will see steady growth in scale, and business performance of enterprises will remain broadly stable. New growth drivers, such as smart home products, elderly and infant supplies, and sports, leisure, and fashion goods, will develop rapidly, fueling continuous improvements in consumer spending power. The Plan also sets targets for promoting 300 upgraded and innovative products and fostering 10 characteristic industrial clusters with output value exceeding CNY 100 billion each. The Plan lays out 15 tasks focusing on optimizing supply, expanding consumption, and maintaining international competitiveness. These tasks include, among others, launching initiatives to enhance the alignment of supply and demand in consumer goods and leveraging artificial intelligence to analyze consumer demand in depth; creating new growth engines around consumption hotspots such as health, elderly care, childcare, home living, and cultural tourism; advancing the application of generative AI in product design and manufacturing; and actively supporting new forms of foreign trade such as cross-border e-commerce.
