NDRC Seeks Comments on the Measures for Supervision and Review of Power Transmission and Distribution Pricing Costs and Other Drafts

Recently, the National Development and Reform Commission (NDRC) has released four drafts, namely, the Measures for Supervision and Review of Power Transmission and Distribution Pricing Costs (Draft Revision for Comment), the Measures for the Pricing of Transmission and Distribution Tariffs of Provincial Power Grids (Draft Revision for Comment), the Measures for the Pricing of Power Transmission Tariffs of Regional Power Grids (Draft Revision for Comment), and the Measures for the Pricing of Power Transmission Tariffs for Special Inter-provincial and Inter-regional Projects (Draft Revision for Comment) (collectively, the "Drafts"), which are now open for public consultation. The deadline for submitting comments is October 8, 2025.

The Drafts mainly include the following revisions: (1) revisions to meet the new requirements of building a new-type power system; (2) revisions required to be made based on relevant laws, regulations, and policy requirements; (3) revisions reflecting recent regulatory practices in pricing regulation; and (4) revisions to strengthen policy alignment and coordination of work. The Drafts also specify that for projects primarily engaged in transmitting clean energy or performing grid interconnection functions, a two-part tariff system or a single capacity tariff system will be explored, to improve channel utilization and promote the optimal allocation of power resources on a larger scale.
