China Plans to Ban Production of Household Refrigerators and Freezers Using HFCs as Refrigerants

The Ministry of Ecology and Environment (MEE) has recently drafted the Announcement on Banning the Production of Household Refrigerators and Freezers Using Hydrofluorocarbons (HFCs) as Refrigerants (Draft for Comment) (the "Draft"), which is now open for public consultation until August 22, 2025.

According to the Draft, starting from January 1, 2026, the production of household refrigerators and freezers using HFCs as refrigerants will be banned. Relevant authorities are required to supervise enterprises to ensure strict compliance and to effectively phase out the use of HFCs in the household refrigerator and freezer industry. Enterprises that violate the ban and continue to use HFCs will be subject to penalties imposed in accordance with the law by local ecological and environmental authorities in conjunction with relevant authorities.
