MEE Issues Administrative Measures for Key Laboratories of the Ministry of Ecology and Environment and Others

The Ministry of Ecology and Environment (MEE) recently issued the Administrative Measures for Key Laboratories of the Ministry of Ecology and Environment (Revised in 2025) (the "Measures") and the Administrative Measures for Engineering Technology Centers of the Ministry of Ecology and Environment (Revised in 2025), both effective from the date of issuance.

According to the Measures, key laboratories shall closely follow national strategic needs such as advancing the building of a Beautiful China and achieving the "dual carbon" goals, focus on frontier issues in ecological and environmental sciences, strengthen basic research and applied basic research, stress innovation in experimental techniques and methodologies, and explore independent research projects. The Measures stipulate that, the MEE shall, pursuant to the requirements for the establishment of key laboratories and at an appropriate time, issue application guidelines for proposed key laboratories. Eligible entities may apply for the establishment of key laboratories in accordance with the application guidelines. The MEE shall carry out comprehensive evaluations of each applicant and select the best-fit institutions to host the laboratories. The Measures also specify that the construction period of a key laboratory shall be two years, commencing from the date on which the MEE approves the construction. The MEE shall conduct mid-term performance evaluations and final assessments of the operating key laboratories.
