12 Departments Stress Coordination Between Law Enforcement and Judicial Work to Serve Ecological Protection and High-quality Development in the Yangtze River Basin
12 departments, including the Supreme People's Court (SPC), have jointly issued the Opinions on Strengthening Coordination Between Law Enforcement and Judicial Work to Serve and Safeguard Ecological and Environmental Protection and High-quality Development in the Yangtze River Basin (the "Opinions").
The Opinions consist of 18 articles in four parts, namely, general requirements, strengthening coordination, optimizing linkage, and deepening cooperation. Notably, Articles 4 to 8 identify the specific measures for strengthening coordination between law enforcement and judicial work from five aspects: enhancing communication and consultation, supporting law enforcement actions, providing professional and technical support, promoting information exchange and sharing, and diversifying dispute resolution mechanisms. The Opinions focus on key areas and frequent cases, such as those involving pollution prevention and control, the ten-year fishing ban on the Yangtze River, and river sand mining management, with the view to unifying the standards and criteria for law enforcement and judicial work and comprehensively improving the standardization. Meanwhile, the Opinions call for giving equal importance to lawfully handling cases and promoting governance, and supporting administrative law enforcement authorities in lawfully carrying out joint operations in cross-administrative regions, ecologically sensitive areas, and areas with a high incidence of ecological and environmental violations within the Yangtze River Basin.
