NDCPA Issues Administrative Measures for Infectious Disease Epidemic Early Warning

Recently, the National Disease Control and Prevention Administration (NDCPA) has issued the Administrative Measures for Infectious Disease Epidemic Early Warning (for Trial Implementation) (the "Measures"), with effect on the date issuance.

The Measures comprise four sections with a total of 19 articles, specifying the objectives, scope of application and definitions, working principles and responsibilities, main procedural steps and operating mechanisms, as well as policies and safeguards. According to the Measures, early warning situations include public health risks triggered or potentially triggered by statutory infectious diseases, newly emerging infectious diseases, infectious diseases of unknown cause, and other key infectious diseases, where it is necessary to alert potentially affected populations, relevant departments, or institutions to take precautionary preparedness measures in advance. The Measures further provide that disease prevention and control institutions at all levels shall collect infectious disease surveillance information through multiple channels, conduct epidemic risk assessments, identify potential public health risks, and evaluate epidemic risk levels. Risk levels are classified into four tiers: very low risk, low risk, medium risk, and high risk. The specific standards for risk classification will be formulated separately by the NDCPA.
