Two Authorities Regulate and Strengthen the Management of Funds Supporting the Development of Preschool Education

Recently, the Ministry of Finance (MOF) and the Ministry of Education (MOE) have jointly issued the Administrative Measures for Funds Supporting the Development of Preschool Education (the "Measures"), with effect on the date of issuance.

According to the Measures, at the current stage, funds for supporting the development of preschool education will mainly be used for: (1) expanding high-quality resources of preschool education, and (2) implementing the policy of exempting childcare and education fees for preschool education. The Measures specify that the allocation of these funds will be based on a factor-based method. The MOF and MOE will adjust and refine the relevant allocation factors, weights, and calculation formulas as appropriate. The formula for allocating funds is as follows: Funds Supporting the Development of Preschool Education for a Province = Subsidy for Expanding High-quality Education Resources + Subsidy for Exempting Childcare and Education Fees. The Measures also provide that within 30 days after the National People's Congress approves the central budget each year, the MOF, together with the MOE, will formally issue the budget and send a copy to the local regulatory office of the MOF. Before October 31 each year, the estimated amount of funds for the following year will be issued in advance.
