MIIT Issues 2025 List of the Administrative Law Enforcement Items

Recently, the Ministry of Industry and Information Technology (MIIT) has revised and finalized the List of Administrative Law Enforcement Items of the Ministry of Industry and Information Technology (2025 Edition) (the "List").

The List includes information such as the subject, category, legal basis, and remarks, covering 268 items, including "Approval of National Information Network Engineering Construction Projects" and "Approval of Supporting Facilities for National Telecom Network and Internet Network Security Technology Platforms." Taking "Approval of National Information Network Engineering Construction Projects" as an example, its category is administrative licensing, and the relevant legal basis is Article 44 of the Telecommunications Regulations of the People's Republic of China (Revised in 2016), which stipulates that: The construction of public telecommunications networks, dedicated telecommunications networks, and radio and television transmission networks shall be subject to unified planning and industry management by the competent authority for the information industry under the State Council. For the construction of public telecommunications networks, dedicated telecommunications networks, and radio and television transmission networks that are national information network projects or construction projects exceeding the limits prescribed by the State, consent from the competent authority for the information industry under the State Council must be obtained before applying for approval in accordance with the national procedures for the approval of capital construction projects.
