Two Authorities Issue the List of Common Notary Services for Enterprises (2025 Edition)

Recently, the Bureau of Public Legal Services Administration of the Ministry of Justice (MOJ) and the China Notary Association have jointly released the List of Common Notary Services for Enterprises (2025 Edition) (the "List"), along with a simultaneous circular to deploy related work.

The List specifies notary services, required supporting documents, and service timeframes based on different stages. It covers 40 scenarios, including "founders signing establishment agreements to clarify respective rights and obligations" and "clarifying property ownership when founders' contributed or converted equity involves the couple's community property." The supporting documents referenced in the List comply with the Guiding Opinions of the Bureau of Public Legal Services Administration of the Ministry of Justice and the China Notary Association on Further Improving the Management of the Notarization Supporting Documents List. The service timeframes specified in the List refer to the periods for issuing notary certificates when facts are clear, supporting documents are sufficient, and conditions are met. According to the notice, local authorities may further expand the types of notary services for enterprises based on the List, improve enterprise-related notary fee policies, and refine service measures.
