Two Authorities Issue the Basic Rules for Electricity Market Metering and Settlement

Recently, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) have jointly issued the Basic Rules for Electricity Market Metering and Settlement (the "Rules"), which will come into effect on October 1, 2025, and remain in effect for five years.

The Rules consist of six chapters and 56 articles, including general provisions, overall requirements, metering management, settlement management, supervision and regulation, and supplementary provisions. In terms of promoting the unification of metering and settlement operations in the electricity market, the Rules specify four key points: (1) strengthening the management of metering operations; (2) regulating settlement operations; (3) enhancing settlement risk management; and (4) unifying requirements for electricity fee collection and payment. The Rules specify the settlement-related rights and obligations of various market participants, including market entities, electricity trading institutions, power dispatching institutions, and power grid enterprises. They also standardize the entire settlement process and its timeline requirements, including settlement preparation, settlement basis, the preparation and issuance of electricity bills, electricity fee collection and payment, retroactive adjustments and settlements, etc. Moreover, the Rules unify the units of measurement and the format of settlement items, and standardize the settlement cycle. In principle, regions with continuously operating spot markets shall adopt a "daily settlement and monthly reconciliation" model.
