NDRC Strengthens Management of Budgetary Investment Earmarking of the Central Government for Building Enterprise Training Base Projects

Recently, the National Development and Reform Commission (NDRC) has issued the Administrative Measures for Budgetary Investment Earmarking of the Central Government for Enterprise Training Bases under the Education Powerhouse and Employment Promotion Special Program (the "Measures"), which shall take effect on the date of issuance and remain in effect for five years.

According to the Measures, enterprise training base projects should be primarily led by enterprises and focus on supporting emerging industries with significant shortages of skilled talent, as well as traditional sectors with strong employment absorption capacity. These bases are mainly intended to provide skills training for employees of the enterprise itself and for those in upstream and downstream companies in the industrial chain, while also actively expanding their role in public training services. The Measures further specify that budgetary investment of the Central Government under this special program will be provided through investment subsidies, interest discounts, or other methods depending on actual conditions. For projects receiving investment subsidies, the support ratio is capped at 20% of the approved total investment of the project, with a maximum subsidy of CNY 100 million per project. For projects supported through interest discounts, the total amount of discounted interest is determined based on the eligible loan amount, the discount rate for the year, and the loan term. Annual investment plans will be allocated to specific projects. Where otherwise stipulated by the State, such provisions shall prevail.
