GAC Releases Interim Measures for Customs Regulation of the Shanghai Eastern Hub International Business Cooperation Zone

Recently, the General Administration of Customs (GAC) has issued the Announcement [2025] No. 162, releasing the Interim Measures of the Customs of the People's Republic of China for Regulation of the Shanghai Eastern Hub International Business Cooperation Zone (the "Measures"), which shall take effect on the date when the business cooperation zone officially launches independent customs operation.

The Measures clarify that for inbound foreign personnel entering the zone, Customs shall conduct inbound health quarantine at designated locations of the first port of entry, and such personnel shall enter the zone via the international joint inspection area. For outbound foreign personnel leaving China from the zone, Customs shall conduct outbound health quarantine in the international joint inspection area. The Measures stipulate that foreign personnel who have already entered the zone and then need to enter China must exit the zone via the international joint inspection area to complete entry procedures. Their accompanying baggage and articles brought from abroad shall be regulated by Customs as inbound passenger luggage. Domestic personnel are prohibited from taking out of the zone any duty-free goods brought into the zone by foreign personnel. The Measures also state that tax policies for the circulation of duty-free and bonded goods within the zone shall be implemented in accordance with the relevant provisions issued by the competent authorities under the State Council. Imported goods that have not been inspected must undergo customs inspection in accordance with the law before being sold or used within the zone.
